General Guidelines
Eligibility for Prevention, Retention and Contingency (PRC) is contingent upon the applicant household's demonstration and verification of need for financial assistance, and the Huron County Department of Job & Family Services’ determination that providing assistance will satisfy that need.
We are responsible for establishing objective criteria in determining eligibility. Applications for PRC must be approved or denied within five (5) business days from the date the application was received at the agency. Every effort will be made to approve or deny applications as soon as all necessary eligibility information is submitted. This will be done in a fair and equitable manner. Eligibility will be carefully evaluated on a case by case basis. All household earned and unearned income shall be considered in the income budget.
Once eligibility for PRC is established, a payment for the assistance, goods, or services is issued by way of a voucher. Huron County Department of Job and Family Services ensures that its policies meet all auditing requirements.
Purpose of PRC:
-To prevent families from becoming dependent on welfare programs
-To prevent and reduce the incidence of out-of-wedlock pregnancies.
-To encourage the formation and maintenance of two-parent families. If the family expenses exceed the monthly income an additional budget session will be required. Huron County Department of Job and Family Services reserves the right to deny if PRC will not prevent future reoccurring expenses. Fleeing felons and those that commit OWF fraud are not eligible.
Due to Huron County’s high unemployment rate and the high percentage of residents at or below the poverty level the non-monetary services will be offered up to 300% Federal Poverty Level and the monetary programs up to 200% Federal Poverty Level.
PRC Application
PRC Checklist
In order to apply for benefits under any program, an application must be completed and returned to Huron County Job & Family Services. Applications can be completed at our office during regular business hours, and are also available on the Mobile Unit whenever it is in your community. Once the application is received, an appointment with a caseworker will be scheduled. A face to face interview is required.
Contact Huron County Job & Family Services to request an application.
Household members living at the same address are considered an assistance group when determining eligibility. All income within the household will be taken into consideration when determining eligibility.
Eligible households include those with:
At least one adult who is a U.S. citizen or legally admitted alien.
Proper identification will be required.
At least one minor child. A minor is age 18 or younger and residing with at least one parent or other adult relative with legal custody. Documentation of legal custody will be required.
Pregnant women will be considered, but will not be counted as a household of two persons. Verification of pregnancy will be required. |
Those who are not eligible for assistance under the Prevention, Retention & Contingency (PRC) program are:
Fugitive felons
Individuals who have fraudulently misrepresented their residence
Households that do not use their liquid assets to meet their needs
Households with no minor children in residence |
Community and personal resources must be explored before PRC funding will be granted. Agency personnel can help identify additional resources that may be available. PRC funds must eliminate a barrier to self-sufficiency. Applicants must demonstrate an effort and ability to maintain self-sufficiency through employment.
In the state of Ohio, each of the 88 counties administers its own specific PRC plan. The plan described here is applicable to residents of Huron County only.
